MODULE 2I: NLS Pollution Prevention

SCOPE

The participant who has completed the module will be able to understand:

  • List of substances the ship may carry;
  • Pumping system;
  • Stripping system;
  • Tank-washing system and equipment; and
  • Underwater discharge arrangements.

EVALUATION CRITERIA AND PASS REQUIREMENTS

The assessment methods will be to choose the best answer from a selection of alternatives.

In the method of objective evaluation, only be accepted one correct answer is valid, and never more than one selection within the same question since they will be automatically considered incorrect.  The participants approve the course with a score equal to or greater than 70% of the total value of the assessment. All evaluations will be based on a Total Score of 100.

Exam Questions

1. Noxious Liquid Substance (NLS) means any substance indicated in the Pollution Category column of chapter 17 or 18 of the International Bulk Chemical Code (IBC Code) or provisionally assessed under the provisions of regulation 6.3 of Annex II of MARPOL 73/78, as falling into Category X, Y or Z.

4. Pumping, piping, unloading arrangements and slop tanks shall be provided in every ship to ensure that each tank are certified for the carriage of substances in Category X, Y or Z according to the regulations established by Annex II of MARMOL 73/78

5. Procedures and Arrangements Manual are applicable for every ship certified to carry substances of Category X, Y or Z, and to be approved by the Administration. In the case of a ship engaged in international voyages on which the language used is not English, French or Spanish, the text shall include a translation into one of these languages. The main purpose of the Manual is to identify for the ship’s officers the physical arrangements and all the operational procedures with respect to cargo handling, tank cleaning, slops handling and cargo tank ballasting and deballasting which must be followed in order to comply with the requirements of Annex II of MARPOL 73/78.

6. Every ship to which this Annex applies shall be provided with a Cargo Record Book, whether as part of the ship’s official logbook or otherwise, in the form specified in appendix 2 of the Annex II of MARPOL 73/78. The Cargo Record Book shall be kept in such a place as to be readily available for inspection and, except in the case of unmanned ships under tow, shall be kept on board the ship. It shall be retained for a period of three years after the last entry has been made.

7. Every ship of 150 gross tonnage and above certified to carry Noxious Liquid Substances in bulk shall carry on board a shipboard marine pollution emergency plan for Noxious Liquid Substances approved by the Administration. Such a plan shall be written in a working language or languages understood by the master and officers. The plan shall consist at least of:

9. NLS tanker means a ship constructed or adapted to carry a cargo of Noxious Liquid Substances in bulk and includes an “oil tanker” as defined in Annex I of MARPOL 73/78 when certified to carry a cargo or part cargo of Noxious Liquid Substances in bulk

Clean ballast means ballast water carried in a tank which, since it was last used to carry a cargo containing a substance in Category X, Y or Z, has been thoroughly cleaned and the residues resulting there from have been discharged and the tank emptied in accordance with the appropriate requirements of Annex II of MARPOL 73/78.

11. Segregated ballast means ballast water introduced into a tank permanently allocated to the carriage of ballast or cargoes other than oil or Noxious Liquid Substances as variously defined in the Annexes of MARPOL 73/78, and which is completely separated from the cargo and oil fuel system.
